Congressional District Programs
"Empowering People to Help People"

CDP Policies for Program Operations:

  • Fee Schedule - For a complete list of fees you may incur while operating your project, please see this form. We recommend that you print it for quick reference. If you have any questions regarding any of the fees, please contact us.

  • Travel Policy - Travel is often an essential element of charitable programs. Whether it is to deliver meals to seniors, fly across the US to speak at a conference, or to travel to foreign countries, the trips you take as part of your program are integral to your charitable efforts. Please review this policy and fill out the required forms 30 days before your intended travel dates.

  • Endowment Fund Policy - Many people who have cancer, are victims of hurricanes or other natural disasters or are members of other charitable classes have friends, family or other sources of support to assist them. For those people who have no such “safety net,” the Endowment Fund will be available to help.

  • Event Fundraising Policy - Prior to holding an event or fundraising effort, you must submit a written description of the event, and obtain advanced approval from CDP. In addition, any use of CDP’s name in promotion materials must be approved
in advance, and it must be made clear in your solicitations that funds are being raised on behalf of your program at CDP, rather than by CDP or the individual program itself.

  • Office Expense Reimbursement Policy - Please read these guidelines carefully to determine both the type and extent to which you, as the Program Manager, or your consultants or employees, may be reimbursed for office related expenses.

  • Payroll vs. Contractor Employee - To ensure that all staff and employees are correctly filed and paid accordingly, CDP has provided an Employee Policy to understand the differences between an Independent Contractor and Payroll Employee. As a Program Manager, you have the responsibility to understand this policy.

Before you allow any prospective employees to provide services for your program, please note that you may not compensate workers or service providers until sufficient funds are in your account to pay them.  Do not suggest, even orally, that you will compensate a worker.  CDP will not be held liable for any informal agreements you have made with someone who would like to work for your program.  Only when you have a balance to cover your employee's compensation, may you offer him/her the employment agreement to sign.  And only when that agreement has been received and accepted by CDP, will we honor your request to disburse payment to a worker or service provider.  Please be absolutely sure that this policy is thoroughly understood by any prospective employee.

  • CDP Website and Publications Approval Policy - Of course we understand the value and, in many cases, the necessity of a website. For that reason we offer each individual program an easily customizable template website at no charge.

For those programs who prefer a more advanced page, we also welcome you to purchase your own URL and webspace from FusionPage. Once the site is published to the web, you must submit the URL to us for approval.

  • CDP Nondiscrimination Policy - This applies to in-house staff and employees in the field. Please review and understand this policy and contact us in case of any questions.

  • CDP Foreign Donation Policy - Please review this policy carefully when looking to make donations overseas. There are some specifics you may not be aware of.

  • CDP State Fundraising & Solicitation Guidelines - Fundraising is one of the most important aspects of an operating charity. Please review these guidelines to assist your efforts.

  • CDP Investment Program - Please review these guidelines in order to familiarize yourself with the invesment opportunity CDP provides to each of our programs.

  • CDP Privacy Policy - Congressional District Programs (CDP) is committed to preserving your privacy and safeguarding
your credit card and other sensitive personal information. Please review this document regarding any questions or concerns pertaining to your privacy with CDP.
